TOKYO KEIKI and Metro Weather Announce Capital and Business Alliance 〜Accelerating Development and Production of Doppler LiDAR for Defense Applications〜
Metro Weather Co., Ltd. (Head Office: Uji City, Kyoto Prefecture: Representative Director, President: Junichi Furumoto; hereinafter “Metro Weather”) and TOKYO KEIKI INC. (Head Office: Ohta-ku, Tokyo; Representative Director, President and CEO: Tsuyoshi Ando; hereinafter “TOKYO KEIKI”) are pleased to announce that TOKYO KEIKI has made a capital investment in Metro Weather and entered into a business alliance to accelerate the development and mass production of Doppler LiDAR systems for defense applications.
Metro Weather develops and manufactures Doppler LiDAR that use infrared lasers to perform real-time wind condition observations*. Leveraging years of expertise in remote sensing and proprietary signal processing technologies, Metro Weather has achieved high-precision, wide-area wind profiling. The company has already demonstrated its technology in applications such as wind monitoring for drone operations and shipboard observations at sea. Looking ahead, Metro Weather aims to develop user interfaces and experiences (UX/UI) tailored to specific needs, delivering integrated solutions across both defense and civilian sectors. The company is also advancing the development of object detection technologies using Doppler LiDAR, targeting the detection of small unmanned aerial vehicles (UAVs) that are difficult to capture with conventional radar.
TOKYO KEIKI has a proven track record in the development and manufacturing of defense equipment, including systems for aircraft and naval vessels. The company brings robust production technologies and sales infrastructure that will support the integration of Metro Weather’s Doppler LiDAR into defense systems. With TOKYO KEIKI’s support, the two companies will work together to strengthen Japan’s defense capabilities through the development and mass production of wind observation and object detection technologies using Doppler LiDAR.
※Wind observation: The process of measuring wind characteristics such as average wind speed, instantaneous wind speed, wind direction, and wind speed distribution.

【About Metro Weather Co., Ltd.】
Founded in 2015 as a deep-tech startup from Kyoto University, Metro Weather develops Doppler LiDAR systems that visualize wind conditions in real time and in three dimensions. The systems work by emitting infrared lasers into the atmosphere and analyzing the frequency shifts of light scattered by fine airborne particles (Doppler effect). Drawing on remote sensing and signal processing technologies cultivated at Kyoto University, Metro Weather has achieved compact, high-performance LiDAR systems capable of high-precision, wide-area wind observation. In addition to wind data, the company is developing object detection technologies to expand its business into diverse fields, contributing to a safer and more secure global society.
